The Board of the Network “Anciens Auditeurs du Centre d’Excellence de Gouvernance Locale en Afrique au Mali (RESAA-CEGLA Mali)” is made up of eleven (11) members:

Design motifs

The Centre d’Excellence de Gouvernance Locale en Afrique (CEGLA) is a structure that aims to train and support competent human resources in the services of Local Authorities in Africa who will effectively meet contemporary challenges in Local Governance. Faced with the challenges of decentralization processes in Senegal, Mali and Niger, the project to create the CEGLA was set up in 2017 by the Abdou Moumouni University of Niamey (UAMN), l’Université des Sciences Juridiques et Politiques de Bamako (USJPB) and the Centre Africain d’Etudes Supérieures en Gestion (CESAG) in partnership with Kehl University of Applied Sciences, the Arnold Bergstraesser Institute (ABI) and the Laboratoire d’Etudes et de Recherches sur les Dynamiques Sociales et le Développement Local (LASDEL). It is within this framework that a Master’s degree in Decentralization and Local Governance has been opened at the Faculté de Droit Public de Bamako (FDPU) during the 2018/2019 academic year in collaboration with Mali’s Centre de Formation des Collectivités Territoriales (CFCT). In order to consolidate solidarity, friendly relations and contribute effectively to sustainable local development, a Network of Former Auditors of the Center of Excellence for Local Governance in Africa in Mali (RESAA-CEGLA Mali) has been created. The former auditors held a general meeting on Saturday January 09, 2021, in the courtyard of the FDPU Faculty, to set up the network’s bodies and draw up its texts.

Slogan

Apolitical, secular and non-profit-making, RESAA-CEGLA Mali’s slogan is: Solidarity and mutual aid for sustainable local development.

Objectives

The objectives of RESAA-CEGLA Mali are :

• To promote the CEGLA and its various training and research programs;
• To strengthen solidarity among its members; – To promote mutual professional assistance among its members; – To forge links between its members and CEGLA Auditors (master’s and doctoral students);
• Contribute and support CEGLA Auditors (master’s and doctoral students);
• To promote collaboration between its members ;
• To organise activities that promote the intellectual, cultural and professional development of its members;
• To promote understanding and cohesion among its members with a view to improved decentralized cooperation and the exchange information;
• To encourage meetings and exchanges ideas and information between local and regional officials and Malian professionals trained by CEGLA;
• Promote sustainable local development;
• Maintain relations with associations pursuing the same goal.

Organisation

RESAA-CEGLA Mali is made up of two bodies:

• Annual Meeting;
• The Executive Board,

The General Assembly (GA) of RESAA-CEGLA Mali is composed of all members of the network. However, two representatives per CEGLA Master’s class, CEGLA doctoral students, a representative of CEGLA-Mali, two representatives of the decanal administration and any other resource person may attend, at the invitation of the Executive Board Chairman and without the right to vote. It is a supreme body. The General Assembly rules on all matters concerning the life of the network.
Article 8: The General Meeting is either ordinary or extraordinary. The ordinary AGM’s is held once every six months. Extraordinary General Meetings are held when necessary, at the request of the Chairman or two-thirds (2/3) of the members of the Board.

The Executive Board (EB) is composed of eleven (11) members:

1. A Chairman (Pres.): Represents the Network in all civil acts. He convenes general meetings and board meetings. Coordinates all Network activities. He orders expenses or has them ordered. The Chairman may delegate part of his powers to one or more members of the Executive Committee by meeting order. He is the association’s publication director;
2. A Vice-President (VP): responsible for promoting sustainable local development. He replaces the Chairman in case of missing or impediment;
3. A General Secretary (SG): draws up the minutes of board meetings and general assemblies. Keeps registers;
4. A Deputy General Secretary (SGA): responsible for organising the Network’s activities. He replaces the SG in case of missing or impediment;
5. A Communications Secretary (SCOM): responsible for disseminating information. He is the Network’s editor-in-chief and is responsible for issuing membership cards;
6. A Scientific Activities Secretary (SCAS): responsible for promoting and encouraging Network members to produce scientific works;
7. A Secretary in charge of External Relations and Partnership (SCREP): responsible for establishing relations with partners and other associations with the same aims as the Network;
8. A Secretary in charge of Strengthening Solidarity and Cultural Affairs (SCRESAC): responsible for reinforcing solidarity between Network members and promoting cultural activities.
9. A Secretary in charge of Women’s Affairs (SCAF): responsible for promoting women’s participation in the Network’s activities and strengthening their involvement in the management of local affairs;
10. A Secretary in charge of the General Treasury (SCTG): responsible for collecting membership fees and managing the Network’s assets and funds. He draws up a report on the financial and material situation of the Network and presents it at each ordinary general meeting. Expenditure is made only with the authorisation of the President;
11. A Statutory Auditor (SA): periodically monitors and controls the financial and material management of the Network by the Treasurer. Any anomalies or irregularities noted by him will be the subject of a report which will be forwarded to the Executive Board at its next ordinary meeting. It presents an annual report to the Annual General Meeting.

Results

In terms of realisation, we can retain :

• Drawing up and adopting a charter and internal regulations governing the network;
• Development and adoption of a three-year program and annual action plan;
• Board meetings during the first year of its mandate and two AGMs;
• 110,000 CFA francs per member of the board as financial contribution (1st year of office);
• Preparation of stamps for members authorised to sign network documents;
• The organisation of an open day with the local Bamako coordination on Saturday, November 09, 2024.
